Is it just speculation or do the shorter races gain benefits to saving throws relative to constitution, retroactively gained via levelup? Is it like that or do they just gain a basic bonus to saving throws and such?
You know what this game's like with speculation; manuals being incorrect and in-game information being much of the same.

They are actual bonuses. The CON-based save throw bonuses for gnomes are laid out in a file called savecng.2da and the ones for dwarves and halflings are in savecndh.2da.

Dwarves and Halflings get bonuses to saves vs Death, Wand, and Spells, I believe. Gnomes get bonuses to saves vs Wands and Spells.
