Has anyone mentioned a rogue VI? I mean... it seems that the Mass Effect world is filled with VIs gone wild.

Edit: Looks like someone beat me to the punch.  In that case, I'll venture the guess that the Shadow Broker is a collective mass of Element Zero particles that have gained awareness.
