anyone know the formula for people who arent in your present party how they gain XP? They appear to level up slower but wasnt sure if it was just me

They will get XP so they are at most one level behind you.

It's simple: party members not actually in your party gain no experience. Ever. Under any conditions. At all.
This, of course, raises a question: how do they level up if they gain no experience? The answer is simple: every time the PC levels up, the game takes a look at the level of any party members not in the active party. If any of those party members are two or more levels below the PC's new level, the game sets any experience they had to 0, boosts their level to the PC's level minus one, then gives them all the points (Attribute, Talent, etc.) they would have gotten if they'd leveled normally.
If you ask me, it's a surprisingly effective system.
