Yah, I'd assumed the clip capacity was a balancing measure. Since the weapon doesn't seem to have any recoil, emptying the clip seems to be the only reason why someone would stop firing

Matlock/Widow soldier is incredibly powerful and plays way different than a Rev Soldier.
Widow Soldier is all about sniping and range work. You take the slower version of AR and kill everything hopefully at medium to long range. Nothing stands much of a chance but you will not be as "engaged" as a Rev soldier.
Rev Soldiers are all about medium to close range carnage using the Hardened AR. They play more like Rambo or Terminator wading through the battlefield. I had more fun with my Rev Soldier, but was probably faster and safer with my Widow Soldier.
If you want close range carnage go Revenant if you want long range sniping take the Widow.
I chose wading through the battlefield since I used the Kestrel Armor and became RoboSpectre. 'Twas glorious seeing my enemies fall and disintigrate from a relentless Inferno firestorm. The recoil from the Revenant can also be easily managed. The Praetorians never stood a chance, even on Insanity. I only really used the Mattock pre-Revenant.
