Can't start Cerberus quest line

I did the missing marines quest (fairly late ` lvl 37) and reported back to Kahoku.  He said he had to imform teh families and ran off.  The new quest was not entered into my journal and the system was not added to my map.  I have done several other quests and Kahoku has not returned.  How do I start the Cerberus quest line without him?  I searched the forums and no one else seems to have had this problem, so what am I missing?  Is there a way to jump start it using the console?

did he inspect the normandy

Theere was one with an attitude that inspected the Normandy after my shakedown run. Was he the same one that gave me the missing marines quest in the citadel tower?

Different admirals. Kahoku should have contacted you via comm the next time you accessed the galaxy map on the Normandy. If he hasn't, looks like you might have a glitch, but I don't know why.

Sometimes for me it takes a few missions for him to get back to me, when I play. If you have other missions to run, go do them, and give it some time, but otherwise there is no other way to get those quests.

He eventually contacts the Normandy the same way Admiral Hackett would. Additionally, there are other Cerberus-related questlines that are unlocked when you've played through Feros and Noveria.

It seems like transmissions that automatically trigger when you enter a specific system will override the handful of transmissions that have different triggers. Frex, if you hit level 20 (next system you travel to should trigger Hackett's Rogue VI transmission) but then the next system you travel to is Hercules (entering will trigger Hackett's "get the data module" transmission), you'll get the data module transmission, and the Rogue VI transmission will get delayed until you visit a different system. So if you've been visiting a lot of systems with distress beacons or Hackett messages, that may be what's keeping your Kohaku transmission from playing. Fly around between Artemis Tau and the Citadel a few times, see if that helps.
