I think she draws them on...  She is well past 50 years old so she's getting into the age range where they start drawing on the features they lack..

Matriarch Benezia does have "eyebrows" too. There's no indication of whether they're hereditary markings or drawn on, but Liara is not in fact the only asari with them.

Actually I think Benezia's are normal mapped, making them not "markings" at all, but actual hair; I was watching them really closely during that first cutscene with Saren after Eden Prime this weekend (blame the other Liara's eyebrows thread), and they seemed to be picking up light the way that the human characters' do, sticking out from the skin and everything. I'll have to check with TexMod when I get to Noveria.

Liara just went after her face with a Sharpie, though. I've played around with modding them off of her, but as weird as she looks with them, her facial expressions make no sense without them. You have to replace them with something, like emphasizing the white spots she's got around her eyes into a fake browline, or adding a different asari facial tattoo, if you don't want the player's brain to trip over itself every time it tries to parse her emotions.
