PCC files are already compressed, and are only cooked on demand to optimize system performance.
"Hypothetically" A complete decompression/extarction of all PCCs into one folder would mean that it would have about a million different file paths under it. A delete command of this folder in windows would start 3-5 hour process of deleting files.
So you see? if it wasn't so, your PC perfs would suffer greatly, and THEN you'd have something to worth whining about.

As many others have said; the most irrtating aspects of this are:
1) The DL was late to be activated anyway
2) Bioware have not removed the broken DL, and therefore, people are continuing to purchase a
broken product.
3) Feedback from Bioware has been nothing more than "Yeah, its broken, give us a while..."
I personally feel that the original late-release, followed by a large, "corrupt" DL, is not a co-incidence. To me, this seems like a stall-tactic. They'd rather blame one or two nameless individuals, rather than taking collective responsibility for the PC version simply not being ready yet.

I am having the same problem. I never experienced this with any of the other Mass Effect DLCs. The icon also does not have the ME2 logo.
I think Bioware got pushed by EA and released this DLC a bit too early...
