I mean, I have a PS3 now, and I mainly game on that because I'm lazy, but I play Mass Effect and Mass Effect 2, and Valve's finest on PC. It's like Christmas whenever theres DLC for Mass Effect 2 cause it means I can add more hours to that 124hr total.
I just don't get it.

2) could it be that EA, that uses the same "cloud computing" (google it) resources for the download center and this very form, that's on the Bioware domain, just can't upload the file from somewhere that is essentially on the same network?

Wrong again. Entitlement is earned when you purchase DLC. You get a download link in your account which is static, same for everyone. Yeah, that is lame from a security standpoint -- it means everyone who downloads DLC from whatever source can install and play it because the game doesn't check your entitlements online.

Well, incompatibility of central european verison was promoted looong time before relaese:
Possible workaround:
- install ENG version
- take tlk files with your language
- rename them on INT version
- rewrite INT files with the renamed ones.
This way you'll get english version but with Hungarian subtitles and DLC "should" install.

As I said before, forum post is not the same thing as an official announcement on the website, and besides "we are working on it" there wasn't any update until now.
