I purchased it for PC and it took off the 800 points and said "now you have lair of the shadow broker" should there have been a download prompt? Am i missing something with this? if something went wrong where can i get my points back?

Profile -> Your Registered Game Promotions
Ctrl + F -> "Shadow Broker"
But don't bother right now, cuz it's broken.
