Too much testing goes on to release a useless packet of 0's, the packet would have been tested many, many times.
By simple observation, it seems that the problem is NOT caused by:
- Failed Q&A - Reason being that there is too much of it, BioWare could have provided DLC much quicker had it not gone through Q&A, why do you think they posted it as news on their website, because it was in development? Or why did they show a trailer, because it was not fully made yet?
The DLC has probably been ready for a month at least, but since then been going through test after test.

- The system that links your purchase to your account - Reason being that it would most likely not show up on your registered promotions list, because it does, and it allows you to download the DLC, it shows it is ok.
This system, based on observation does not give unique EXE files out to unique members. What happens is that the system will register a purchase and make a database entry that X user owns Y file and adds it to their promotion list.
The system then makes a link to the Y file and lets X user download it. Once it is installed the game checkes your account to make sure you own this file, if it is confirmed then it allows it to be run, otherwise it disables the DLC from working. This way torrent sites can provide you with the DLC installer but no easy way to get it to work without BioWares system saying that it is ok and X user owns Y file.

- Server has broken - Do you really think that BioWare own one server that supplies this DLC to all of us? If you do then what I am about to say may be confusing and I appologise. When I downloaded the 1.5 Gibabyte file I received a download speed of 485 KB/s. If we apply this logic then if we are conservative 500,000 people downloaded the same file at overlapping times, the server would need to push out a maximum of 231 GB/s.
Not a simple task when you consider that your average broadband has an upload speed of 1 MB/s.
Simple maths, 1 MB = 0.0009 GB, this means that it is 256,666 times faster at serving files than a normal home connection. (please be aware my figures may be out, I did them in my head)
The answer is that BioWare likely use one of several types, without listing all of them
- A server cluster that has many servers working as one virtualised server, like legion, many working as one,
- A very, very powerfull data server that likely has several TB RAM, Galactic HDD space and more processors than Einstein could count. (The problem with this solution is that if the server fails the entire DLC system fails, whereas the cluster variety allow for server failiure.

I could go on, but the problem is not one that could be solved easily, if it were simply putting an exe link on the website then it would be no problem, fixed within 5 mins. I can't claim to know what has happened, but please don't say BioWare staff are lazy people who just want to get home to watch Canadas got talent (or whatever they have over there). The problem is complex, we can see that by the ammount of time it has taken to fix, plus whatever fix they decide on will need to be tested before they announce it to you, otherwise there will just be a huge number of pages with people whining even more.

Anyway I am glad to hear that Bioware realized their error and put a team on it to get it fixed as fast as possible. It is one thing to make an error like that, and it is another story as to what you will do about it. Bioware continues to be one of my favorite developers!
