I agree with this assessment. WH was just not very good. LOTSB offered at least three fights that could be considered more difficult than the ME2 game average, especially on harder modes. On top of a small bit of filler story (all that MH offered), LOTSB offered new environments (not minor recolors of existing locations). It adds significantly to the overall feeling of depth inherant in the world of hte entire game.
LOTSB, although featuring a past romantic interest, was "big" enough to appeal to all players of the game. You actually took down an NPC who played no small part in the overall game's social paradigm. The implications of the outcome are more far-reaching.
I know that a lot of people like Morrigan, but they do not compose a majority of the DA player base in my estimation. When you consider WH from the point of view of a non-morrigan-lover then the DLC becomes little more than running around the same world environments and yawning through auto-attack-level fights for an hour.
I will give you that the two party memebers were pretty awesome. The sissy mage and naughty-ish elf are memorable for their fun dialogue, but that is all that I found compelling about the DLC.
Compare WH to Golems. Golems offered the most challenging encounter of the game, coupled with an intriguing overarching puzzle that required us to thing our way through. Even the unimportant fights could leave you dead at higher difficulty levels. Also, the mace that sells for 340g on new toons added another layer of options for those who enjoy solo-ing the game on higher difficulties. Golems was enjoyable, while also adding to the overall replay-ability of the base game itself.
WH was rated poorly because it is just not a quality product, especially when you consider who developed it. I am a huge Bioware fan. They and Valve are the only studios whose stuff I buy without even reading reviews.
This was simply not their best effort.
