I contacted EA tech support and their guy says try downloading again in a few days and that their techs are working on the problem as we speak. so..... I guess i'll try again next week or something. good look folks..

Let me tell you right now that is the line that they say (or are scripted to say) every time for these issues. They are NOT working on it, the file download is the final one. It seems each incident is unique and the problem types vary widely. The first file they released was a completely broken file. Many people had downloaded this and that somehow counted as the download purchase for many like me. When they released the working file, my problem is that it said my DLC was not authorized, and I suspected that because I downloaded a completely different file the second time and the system programming was counting it as unauthorized and unpurchased, but was listed in my purchased downloads list because they simply replaced the previously purchased one with a working file. They removed the (second working) file from my listing and reset my stats as it being a brand new download, which worked. In the process of installing LOTSB, it removed all of my achievements which was fine (I didn't mind getting the cheeveos again). Ultimately it took 4 days to get mine going after it was initially released.
After a few days (you should get a specific timeline from them instead of a gerenalization of a timeline) of when to check back and then you re-download and install, if it still doesn't work, put on the pressure heavy, that's what I had to do to get them to do what I thought was the problem specific to me. Tell them you want your money back if this isn't going to work. I have to say, the past few DLCs from Bioware have been near disasters, and this one is a big one considering the issue they created releasing a dead file the first time. Witch Hunt for DA:O still doesn't give the right dialogue ending for those who met certain criteria in Origins, though they rleeased fixes for it, it still didn't work and nothing has come of it since. Me thinks Bioware/EA needs to better their downlaoding system so when they have issues like they had here, that the end user doesn't get screwed out of their money and especially their time when some think it is their system, and not the file.
