I'm having the exact same issue. My video card is a nvidia geforce go 7700.
Ugh, this is ridiculous. Any solution or workaround would be great. I'd be willing to completely skip this section if it means I can actually play what I payed for.

I'm downloading the DLC at the moment... Will post my findings later...

I have finish installing and was playing the car chase event, there is some slow down on game to cutscene transition. Other than that I have completed the DLC mission.

PC Spec:
Intel E8400
4Gb RAM
Win 7 Ultimate 64bit
Nvidia 8800GTS 640Mb VRAM

When I finished the chase , I got a cutscene but at the half of it , the cutscene replaced with a black screen which after that , game froze >_<

i have the same problem.. My OS is 64 bit Win 7 and GS7900.. First the error DLC file, now this, i hope there is a way to fix this real fast..

Problem solved after dozen restarting and video setting changes:

You can find those settings through the game launcher (not in-game). There's a button for "configuration" or something similar.

The problem seems to be nearly exclusively restricted to GeForce 7x series. I've tried reinstalling the DLC multiple times and ****ed around with the graphics settings and as of now, I've had no success. Quite disappointing.

e; I've also tried a few different graphics drivers (the latest, 197.45 and one from 196.x). No results.

I just tried these settings and it worked! Halleluja!! 
Ravenarx, did you do exactly what Koshik wrote?? Man am i glad this worked, as soon as this car chase part is over, im gonna switch back to my old settings..

I knew something would go wrong with the DLC, first the corrupt .exe and now I can't even play the whole thing:pinched:

Try disabling Motion Blur from the Game Launcher!

I didn't need to change anything else but turn Motion Blur off. I also changed the window mode to Borderless, but I've not tested if it affects the outcome in any way. At least the chase now starts with no troubles, I'll see how far I'll get.

Oddly I have a ATi 5750 and I was playing in Windowed Mode. I guess I'm the odd one out I turned off motion blur, but its late here so I will try it tomorrow.
