No. He's just not an idiot. Forcibly detaining Shepard (who could easily still be a Spectre) is just a stupid idea. Just think of all the myriad ways it could go wrong, and what the fallout of each would be.

That said, Hackett does manage to email you pretty damn soon after your awakening with the details on the Normandy crash site. Someone had to have told him that you were alive and how to contact you. If Hackett had issues with Cerberus he would not have contacted you. So either he is part of Cerberus, approves of their activities or is neutral towards them and their goals.

Or he really doesn't like them at all, but realizes that he's sort of stuck with them and that being able to at least communicate with them now and again has its uses, so he has a bit of a personal detente with them. If Shep can do that, why can't he? Granted, it's risky for someone in his position, but not out of the question.
Another possibility is that TIM just contacted him out of the blue and let him know what was up because he knew Hackett was someone who'd have Shep's back when the news finally broke and gave him a means to contact Shep should he want to.
Yet another: Hackett learned of Shep's return, maybe even from this email exchange, and then went and contacted Cerberus on his own and let them know he wanted to contact the commander.

I found the dossiers entertaining, and no, they didn't have to write them, but if they went to the effort I would have preferred something interesting and plot-relevant rather than a bunch of throwaway gags about sex and bad poetry. It seems that the Shadow Broker's communications network is actually just the future version of Encyclopaedia Dramatica.
We said! Glad to see that I am not alone in this line of thinking.

Legion's gamer profile was hilarious and i thought that was a great touch! It kinda makes me wish that Bioware actually made all of those into real games.
If you sold Legion to Cerberus there is a surveilence recording of two scienetists "disecting" him. Though if my suspicion is correct, it looks like Legion will have a very rude awakening.

Laughed a bit about the Yahg's business suit styled armor, by the way -- when he broke out his weapon, I could almost hear the words: "Say hello to my little friend!".
Now, Miranda... She may not be able to bear a child herself, without clinical aid, but I suppose she could easily father one, if only she dropped the human supremacy agenda and preferrably the cold genetics planning as well... *tries to hook her up with Shiala, like some meddling old grandmother, or other*

Love letter? I saw the entry that listed his prefered kill techniques but i never saw any love letter.

I found most of the dossiers themselves quite a good look at the characters in a very intimate, personal manner. Though there's little actual information, it's incredibly personal and shows a depth of surveillance that's a little shocking. How does one acquire a quarian's suit log, anyway? You don't post that to the extranet. Someone hacked the suit, downloaded the log, and got away clean - because the Shadow Broker would pay for Tali'Zorah's recent suit log.
In miscellany: Grunt put me on the floor. Legion is by turns hilarious (banned for taunting) and incredible (Ultra Platinum). Miranda and Jack are pure heartbreakers. I'd pay real money for a copy of Die For The Cause.
