I'm just thinking about the Illusive Man's theme, and how it effectively evoked a sense of wonder and intimidation surrounding him; an accurate representation of the image he presented to his enemies, as well as the people he worked for. Now, THAT piece fit perfectly with TIM... but I didn't really get that feeling from the LotSB music.
IMO I'd think that the Shadow Broker would evoke a much more mellow theme, with heavier synthesizers and probably some bigger brass instruments to present him/her as an enigmatic and all-powerful being. Something to play against the Illusive Man's lighter and more elegant theme.
LotSB's music was great, but I thought it kind of misrepresented the importance of the Shadow Broker as a character; it focused more on Shepard and Liara's personal struggle than on the gravity of the whole situation (basically, one of the most powerful organizations in the galaxy, run by one of the most-feared individuals in existence, is under threat of being destroyed).
Anyway, that's just my take on it. I definitely wouldn't have minded more synths in the soundtrack, though.
