Just to report what worked for me: At the suggestion of EA Tech Support I deleted all local copies of the DLC and Deleted the Windows\\Temp directory. I then redownloaded it(used IE9). Then they suggested I go through Task manager and kill everything but explorer that wasnt running under system/local service/network. This seemed silly so I just booted into safe mode, ran the DLC and it finally worked. Not sure if it was their suggestions that worked, if i just got lucky, or they did something on their end. Anyway, hope this helps someone out there...

Out of answers, EA Tech Support ended up sending me here "The best way to get this information straight to our developers is through the forums. The Developers review the forums regularly as it is the best way to gather suggestions for the games and improvise them. "
So since this seems to be a more appropriate thread for it, let me contribute too so that the devs can "improvise" the game and help use resolve it.
In all honesty, even thought the EA support representative assured me twice that the forums are read by devs, I see that there is more support from the user side of things. Stay strong, gamers!

Done : Installed ME2_Kasumi.exe withouth a hitch.
Done : scanning for virus/malware etc. All negative.
Verified : Wired networking
Verified : No nVidia firewall

Failed NSIS : Re-download with Chrome
Failed NSIS : Download with Firefox test1 with add-on "DownThemAll" as mentionned here : http://social.biowar...25032/5#9653034
- Split in 9, and forcing the MD5
Failed NSIS : clearing caches and Download with IE9
Failed NSIS : disable antivirus and redownloading (ieeesh I don't like that)
Failed NSIS : downloading from a different computer
Failed NSIS : Re-download with Firefox test2 Ex: http://social.biowar...7361585#8691777
- Forcing a split in 10, set Automatic Retries to Unlimited and force a speed limit of 50kb/s) ~9 hours download, which felt a lot like the good old dialup days.
Failed NSIS : Clearing windows/Temp and install while in Safe-mode
Failed NSIS : download with "vanilla" version of Opera
WIP/Aborted : I found a working file in the meantime: Download with Firefox test3
- Forced MD5 + 50 KB/s. Another 9 hours download.
N.B. : The downloaded failed files all HAVE a red "2" icon but some users mentionned it shouldn't. (yesikareye's file didn't have the red 2 icon at first then it appeared? WTH?)
Failed Install : force file with /NCRC trough run command
- file dnloaded with firefox first time fails at Extract: BioD_Exp1Lvl1_710Cutscene2_LOC_DEU.pcc (g*dverd*mme?)
- file dnloaded with Opera fails at Extract: BioD_Exp1Lvl1_710Cutscene2_LOC_DEU.pcc (Different downloaded file!)
- file dnloaded with IE9 fails at Extract: BioD_Exp1Lvl1_710Cutscene2_LOC_DEU.pcc (3 times on 3 different files. Will keep testing the others.)
- file dnloaded with ie9 without anti-v, etc. fails at Extract: BioD_Exp1Lvl1_710Cutscene2_LOC_DEU.pcc

Tried using every method on this board... different browsers, download managers, clearing the cache. The only thing that worked was getting the file from the super helpful yesikareyes. You kick ass!

The problem still persists, and apparently some of us aren't as lucky as the others ): sent a message here to yesikareyes and e-mailed her. hopefully enough she'll awnser and i can play the DLC! crossing my fingers...

Just bought Shadow Broker to play it before ME3 and am having the same problem as everyone else. Like Blissery, I just emailed and PMed yesikareyes and I'm hoping to hear something by the end of the day.
I find it hard to believe that a company making millions off of this franchise haven't found a way to fix this over the last year, not to mention the fact that they haven't found a way to distribute their DLC in a more streamlined way than 1.5 GB .exe files via a browser. But that's a separate issue entirely.

On the other note, yesikareyes did sent me the link but it was proven unecessary i followed the step the user Tiger-Lord put arround and it actually worked. This was the weirdest download i ever did, thank you yesikareyes for the help, and thank you Tiger-Lord.

While it is a stupid kind of error, it has only affected a quite small percentage of the game's buyers, and there's always a bottom line accounting being done before a company decides to spend time (and the cost of people's salaries) on any given bug. This one missed the cut.

Hmm, apparently the link doesn't work 100 percent ever since I posted it online but when people asked me for it and I sent it out individually, no errors happened. One person here messaged me about the public link not working, so I sent him the link myself and it worked for him. thanks for posting the working file. just out of curiosity, i did a binary file compare on the working file and the file that bioware/ea is providing. 2 whole bytes difference. Of course that's 1 more byte than is needed to blow up a checksum.

Thank you, yesikareyes! It was pretty disappointing, after paying for the DLC, to not be able to actually DL the C...no matter what I tried...thank you for providing us with the file that we have all paid good money for in good faith...

I had the same problem several times but i tried using the link posted by Kronner and it worked fine.
