Hi.
I hope that someone out there can help me because this is really driving me insane and I can't enjoy any of my games.
All dialogue and cut-scenes ends too soon and I don't know why!
It's very weird and it's affecting most of my games and not just Mass Effect 2.
Games like Mafia 2 and Starcraft 2 does exactly the same thing.

It works like this:
If, for example, the last words in a sentence in ME2 is supposed to be "Commander Shepard", it only goes "Commander Shep" and cuts immediately as if I've interrupted it by pressing Space.
When showing a cut-scene it stops about 4-6 seconds before it's actually supposed to end.
It makes no sense!

If I was using Windows XP I would think it had something to do with sound acceleration but I'm using Windows 7.
So far I have deleted and reinstalled my graphics drivers, my onboard soundcard drivers (realtek) and I have removed every kind of audio/video codec.
Nothing seems to make any difference.
I've got Windows 7 Professional (64-bit) running on a Intel i7 2.67GHz CPU with a GeForce 9800 GX2 graphics card and 6 GB of RAM.

Problem solved!

I'm using a GIGABYTE GA-EX58-UD5 motherboard and in its BIOS it has a menu named "MB Intelligent Tweaker (M.I.T.)".

In that menu it has a sub-menu called "Advanced Clock Control" and in that a setting called "C.I.A. 2" (CPU Intelligent Accelerator 2) which was set to "Full Thrust".

I set the "C.I.A. 2" to "Disabled" and BAM!... problem gone.

Turns out it was a CPU problem and not a software problem.
