I couldn't find an answer to this, and my own meager testing has led me to believe this isn't possible; but can you add custom server side only 2DAs?
I've run into this situation a few times, where I have some data that basically amounts to a decent size two dimensional array, so I want to find the most appropriate way to store it... I thought about using mysql, but it seemed like overkill.
Custom 2DA (or alternate method)

Custom server side only .2das are indeed possible, the CEP uses them for crafting head and shield models using the body/mil tailors.
Just make your custom .2da and stick it in the \\override folder.

Ah, I see... The problem was I didn't add the correct header...
Thanks for the help! I couldn't find any documentation on adding 2das and I assumed they just weren't doable
