Asari are female and they do have to give birth through something.  But since they don't have sex in the human sense there's no real evolutionary reason for it to be an erogenous zone as well.

It might be an evolutionary thing that was left behind in Asari, like the Humans' appendix and goosebumps. Also the Asari have to have some kind of hole to pass the baby through.

I am also curious, because when shepard touches the lower back of liara it really seemed like it was some kind of "button" for her. On the other hand all the asari strippers suits seem to show off exactly the same parts as their human counterparts, so i don´t know. My guess is that the azure is in the same place as humans and that liara just get excited by something else.
