VS - I've got a feeling they're saving this for the ME3. Just because Liara got her own DLC doesn't mean anything (she got her own comic book too). The resolution of LotSB is a good bridge to ME3, but anything having to do with the alliance seems like something too imperative to the story of ME3.
Wrex - In ME2 Wrex/Wreav almost seem like the same character so it would seem you could do the same with a re-unification DLC. However, being able to re-unify the krogan with Wreav makes saving Wrex an irrelevant decision with relation to your ability to save Earth and fight the Reapers. I think there was a lot of hints in ME2 to show that under Wrex the krogan were being unified and under Wreav they were continuing to kill eachother off. Therefore I don't think we'll be getting a Wrex DLC.
Tali/Legion - How is this even possible since some players didn't even activate Legion, never mind do his loyalty mission?
In fact, how can any DLC involve the existing ME2 lineup since it's possible for every one of them to die in the suicide mission? Some of us wouldn't be able to do the DLC on our post-suicide-mission save files.
I think if we compare Mass Effect 1 to Mass Effect 2 and the story in between (comic book series), we're seeing a lot of new characters, new settings and new insight into the Mass Effect universe. We also saw that even though we loved Mass Effect 1, Mass Effect 2 took everything to new heights and managed to stun us a second time (at least for me anyway). The story was beyond anything we would have dreamed of, and it wasn't bound by the decisions we made in ME1. I think if we begin to think along that trend, we'll know what to expect for bridge DLC - the unexpected.
Tali/Legion is not about the characters, it's about the Quarian / Geth conflict resolution so that you can get the "Largest Fleet in space" on your side. They can't if they're packed full of non combatants.
I always saved Wrex so I've never played with Wreav. That said anything is possible in SciFi with good writing. Look at the whole Garvug war. Clan Urdnot was backing the anti corporate groups so they have been reaching out to other clans. It doesn't have to be all warm and fuzzy if Wrex ain't around. Just knocking off anyone who doesn't back your choice for the Krogan.
Another excellent bridging storyline is the Batarians and the Blue Suns. Was doing yet another playthrough last night and reread the history of the Blue Suns. Gathering the Mercs in the Traverse would be a great way to bring relief to Earth without the Council's help. If the Council is going to be fools about the Reapers, build another fleet/army and bail their tails out yet again.
This you can't do that because I let so-and-so die/never recruited/never activated excuse is just that, an excuse to say impossible. This is SciFi (a.k.a science
FICTION), not reality.
