I don't think they'll do that again. In ME1 you could get up to level 60, but in ME2 the highest level is 30. So Level 1 in ME3 would be like Level 31.
In terms of any new missions/assignments, how about hunting down escaped convicts from Purgatory. The Paragon in me feels a little guilty for letting "Billy" loose upon the galaxy again, the Renegade in me wouldn't mind collecting the sizable bounty that would likely be offered for the heads of those escapees. This could be something that opens up once you get the SB Intel Center.
Then there's the characters introduced in the SB video archive. Fred Mazzei is, in all likelihood, Elias Kelham's lawyer Freddy (from Thane's loyalty mission). But we don't know who Urdnot Torsk is.
If they wanna go really ambitious, then maybe a "Citadel Pack" which opens up a new area of the Citadel, and a post-Horizon mission strand that involves Sovereign's remains, the Keepers, Anderson's krogan/quarian fight, and that dirty little secret that Kasumi's boyfriend discovered. The Virmire survivor could cameo.
Oh, and last but not least; Tazzik. He could be a formidable foe, or a powerful ally, for Shepard.

Other ideas for DLC would be an add in N7 mission pack. The missions could tie in to ME3 with subtle foreshadowing. Nothing too cinematic I just really loved the variety in those odd little missions.
Lastly I'd love to have more armour for biotic users, but I like to earn these things so put it in one of the above mission dlcs.

I second this. I would love lighter armor, like Asari Commando suits, for biotic users.

Indeed. The original comic series, Redemption, was the background for the last major DLC, Lair of the Shadow Broker. All I recall being said about Evolution being the precursor or background of something was that it was part of The Illusive Man's backstory, and then Mac saying in the most recent podcast that it was made with Mass 3 in mind to a degree too.
