Okay, I've begun to notice that for some reason Squadmates are only appearing with 28 points for skills instead of 30 or 31.  Also with the arrival of the Shadow Broker DLC I noticed some things:

I had two characters that beat the game before the second patch came out.  My first character was an Infiltrator and the second was a Vanguard.  Both characters played the majority of the game on Normal/Veteran difficulty.

The Infiltrator was able to reach level 30 and was able to allocate 30 points for Kasumi.  In fact this character was the first one to play the Kasumi DLC when it was first released.

The Vanguard only reached level 29.  I recently played the Kasumi DLC and when I recruited Kasumi I was only able to allocate 27 points.  After completing the Kasumi mission I was able to level to 30 and Kasumi received an extra point.  Shepard was able to have a total 51 points.  Other characters that I had previously recruited only had 30 points (31 for Miranda/Jacob)

Something about this game doesn't grant squad points properly if you recruit and/or gain loyalty after a certain level.  If you're near level 30 by the time you recruit someone they only come with 28.

Here's where it gets interesting:  The squad retrain console in the Shadow Broker DLC resets a Squadmate's total to 30 if they are loyal.  So worse case scenario, you just retrain them if they are short points and it seems to fix it.  Although that costs EEZO to do.

Anyways I hope this helps BIoware troubleshoot the issue, although I don't know if they're going to do anymore patches.

One thing I do know about the skill points in regards to the loyalty mission is that the game purposely holds back on a skill point until you do the loyalty mission because it requires you to put that point into the loyalty skill.

I've read some people talking about how the skill points for squadmates aren't showing up at the amount they should, so probably a good idea to post about this issue in the tech support forum. See if others have the same issue, too.

What it looks like is there's one point not being assigned when I first recruit someone, not when I unlock the Loyalty power.



If a normal squadmate is supposed to have a total of 30 points with one of those points being granted when you unlock the Loyalty power that doesn't explain Kasumi (and Liara) having 28 points when they're first recruited. In the case of Liara, she had 1 point in singularity already allocated and the loyalty power unlocked with no points in Stasis.



It feels like somewhere in the leveling something was changed where squadmates aren't getting a point they otherwise should..

When I started LotSB with my lvl 30 Vanguard, Liara only had 29 skill points to distribute. I don't know if that's how it's supposed to be for her, but that would be awful. I started a thread about it in the 360 tech support forum, but no response.

Thats odd, i distinctly remember maxing singularity, warp and stasis on Liara, so she must have had 30 points available including the first one in singularity...

I suspect that the 29 points for Liara might be by design, as being able to fully evolved any two of singularity, warp, and stasis would make her a powerhouse. So 29 points for her for balance issues, perhaps? Still don't know what's up with the other squadmates only having 28 points though.

I also had this issue but she only had 28 points total. (On Xbox 360)

She had 29 for me, and if you think about it, very understandable too. The extra pt comes usually when Loyalty is earned and they probably didn't want you to skip Stasis and max her others so they made it so you couldn't max three powers and had to spread the pts out. The developers probably wanted to make sure you gave Liara Stasis to showcase the new bonus skill.

So players are idiots now who have to be guided,or what? Its a bug,like the not fixxed shield bug.(shieldupgrades only affecting shepardt and mordin/only saving and loading a new game helps)

I had a lvl 30 all missions completed including suicide. Liara had 1 point in singularity and 28 points to allocate.

This is on PC and was using my vanilla play through (no mods) and stock c.ini... when I first went to the squad page to alot her points, I was expecting to max out 3 of the 4. I was hoping to max singularity, her passive and stasis as those 3 were the "newness". Sad that I wasn't able to but chose to max passive and stasis and share the last few points into warp which I didn't really want on her anyway.

Again, she had 29 total points with 1 already spent on singularity and 28 available to be allocated on a shep runthrough already well beyond level 30 with all the previous dlc long since finished...

Keep in mind the experience is 28 points upon recruitment for Kasumi as well as Liara (Although Liara has an extra point spent on singularity. The only difference is I can use the Shadow Broker Console to retrain Kasumi and she will have 30 points to reallocate.



So I don't think it's a balance issue that Liara has 29 points. I have a feeling if you could keep her as a Squadmate and retrain her she'd have 30 points.

I'm on pc too.
You were lucky then. I played it twice. 28 free skill points, 1 already spent on Singularity.

EDIT:
Now that I think of it, if this is some kind of bug, probably it has to do with the fact she appears with her bonus power unlocked but , oddly, no skill point assigned there. Those all 30 points were free in your case ?

I re-played LoTSB again and Liara had only 29 points overall. This is really weird, I am pretty sure I had the same Liara build before, but one point was left unused, now there is no unused point.

All my squadmates have only had 28 points. For some this is fine e.g. Miranda, who starts with a point each in Warp and Overload, talents I was going to max anyway. I can thus get her to 10/10/10 and 1 in Slam when she becomes loyal for a total of 31.

For others it's not nearly as good. Mordin starts with a single point in Incinerate, so putting even one point in Cryo means that Ican only max either Salarian Scientist or Neural Shock, not both - whereas maxing Neural Shock still allows me to max Salarian Scientist. I usually go this route, and simply leave Mordin behind on synthetic missions.

once you recruit member, it starts with 10 at least. then it goes up to 28 excepting Miranda, Jocob, Liara. Miranda, Jacob go up to 31. Liara is 30. but DLC characters like Zaeed, Kasumi, they are exclusive. they can go up to 29.

No, All my squadmates, barring Miranda and Jacob, have 30 points. I am only able to assign 29 of them because 1 point is automatically put into their loyalty power. That kept the player from maxing all the non-loyalty powers on every character but Miranda and Jacob.

If you're only seeing 28, then you've something wrong with your game or haven't yet hit lvl 30 on your shep.

Liara is and only has 29 total points and is the only character like that. 1 point is in Singularity and only 28 are assignable.

The only question here is if it's a bug or intentional.

I've played the LotSB with my Level 30 Vanguard and Sentinel now (completed the game with both) and in both cases Liara had only 28 points to spend. Haven't checked on the other squadmates because there's nothing to do anymore anyway. I'll be playing with my Level 30 Soldier and Infiltrator next but I don't expect her to have more than 28 points now. Playing on Xbox btw. Seems like a bug to me, why would she only have 28 points when I've finished the game and am Level 30 and all my squadmates have 30/31 points.
