Wiki says they do. Furthermore, barrier lets you restore your shields while running to cover (away from a pack of enemies) whereas Charge needs you to aim towards them, potentially killing Shep.
Barrier also works vs. unchargeable enemies, and benefits from the Champion cooldown.
It's my bonus power of choice for a Vanguard.

I often use it when running for cover, or while in cover before using Charge - of course I wasn't sure if the latter was actually working or a waste of cooldown.

I wouldn't use it before a Charge - you're better off just shooting until they drop your shield then charging to replenish it.
I would use it in the following instances:
1) Before combat altogether (i.e. about to enter a room with enemies)
2) When you can't charge (enemy is inaccessible)
3) Panic button (when charging will put you in more danger but you need shields now.) For the 3rd case, medigel can actually work better unless you need the extra boost from Heavy Barrier to make it to cover, or you haven't upgraded Unity enough for it to heal you.
The idea is to avoid using high-cooldown abilities during the firefight as much as possible; if the enemy gets the drop on you during a cooldown you're toast, so do your best to avoid that situation.
Oh, almost forgot use #4 - to glow blue during cutscenes
