Since your 2DA files seem to be correct, but don't work, my suspicion is that you still have a conflict with another mod. Have you tried uninstalling all mods, ensuring that the packages overide folders in both My Documents and Program Files are empty?

Didn't solve anything. I downloaded another mod from this site, called classic Week and its character creator's mage icon did gray out out when dwarf was selected as race.

Any idea on what might be wrong here?

You would have to ask Mengtzu to be sure, but I believe classic Week uses the standard Bioware character generation system (like Origins), which handles it automatically; what you need to do is use the system that Bioware used for the Awakening expansion which overrides the default background choices and adds a filter 2da that actually controls what class is selectable by what race. I'll explain more fully later.
