Just install ME2 onto the new PC and transfer the saved games DLCs etc etc. That should be all you need to do.

If you had purchased through the Steam on-line service, it could move to the basic game to your new PC pretty easily - and all you would have to move would be your saved game information. (Steam can back up and restore that too if you have it). My saved games are in the "C:\\\\Users\\\\MyUserName\\\\Documents\\\\BioWare\\\\Mass Effect 2\\\\Save" folder, but I'd take the whole directory above that just to be safe.

You could try just copying the directory that Mass Effect is installed in to the new computer, but it may not work afterwards if it expects registry keys to be set up by the install process (as most games seem to do to prevent easy copying)...

Next I'd suggest trying to go through the complete install process on the new machine, and just point it to the Bioware account you already have set up. After doing that, copy over your saved games directory - and hopefully everything will work.

If none of these ideas work, try to contact BioWare. Good luck!

p.s. - Don't forget to re-install all your DLC's if you do a complete re-install.  I always save the DLC download files in a "downloads" folder in the game folders - to make this easy if it is ever required...
