Ugh, I know what you mean. I had the exact problem, but finally figured out a way to shut him down without losing any approval. At the first opportunity, ask him, "If you were raised in the Chantry have you never..." ->"Sex?"->"You've never had the opportunity?"->"You think I'm beautiful?"->"I'd rather you didn't." After that I was in the clear and all the romance dialogue options disappeared in subsequent conversations.

A friend of mine wanted the Shepard option of "Can't I have you both?" ala ME1 with Leliana and Morrigan. A part of my brain died from the horror.
The two of them catfight enough as it is, if they both agreed to share, it'd be even worse.

But I think they're all easy peasy to activate, if you're playing a PC of the right gender and you talk to/ be nice to the NPC. Everyone's dying to fall in love with the Warden!

I'm at heart an Alistair lover, but I think you aren't taking a good look at Zevran. There's a lot more to him than smarmy come-ons. I was surprised at how much depth his character has. Once he starts falling in love, he becomes confused about his future with you, and he will start refusing tent invitations.
I put this screenshot together to show a friend. I combined a lot of the dialog into one shot to avoid sending her numerous pictures. SPOILERS! Don't don't enlarge, if you don't want them. And sorry to Zev lovers about the modded face, but I liked him with dark hair.

No impact game-mechanics-wise, maybe, but that's how it is with a lot of things. People think that it's important RP-wise to ask the LI to sleep with them or to wait for the LI to come to them, for instance, even though ultimately the relationship stays pretty much the same. You can imagine that the actual realationship that two people have would be greatly impacted by being caught cheating after having first lied about it.ejoslin wrote...

Depends. Leliana seems pretty easy to start the romance with, but the romance scene isn't available until 100 approval. I heard that it's easy to bed Morrigan early.kennyv217 wrote...

Plus you can end up engaged (but it takes some unintuitive dialog choices in a slightly earlier conversation). Take the smarmy come ons for what they are -- a way for him to show his interest. He was written to be just as faithful as the other romance partners, after all.
Edit: One thing to keep in mind about Zevran is he was taught, from a baby, that love and attachment is wrong. He was tortured quite a bit to try to keep him cold. He has learned that people use affection and caring to manipulate and get their own way, and he was taught to do that himself. That he can overcome all of that and fall in love, despite it being the last thing he wants, is a pretty nice part of the romance.
Besides, Zevran, well, you don't have to have sex with him at all. You can turn down the massage in a way that loses no approval (he thinks its cute) and some of the dialogs are nicer if you don't have sex with him (it takes the sleazy vibe out of a couple of the conversations). You still have to ask him to the tent once after he falls in love, but, I don't know, the relationship with Zevran, though it can become sexual, all the way through is not really for him about sex.
Besides, you can also play it, at the beginning, that he is looking for a commitment for the future pretty much from the start, depending on the dialog choices you make when he hits 26+ and asks what your plans are for him. It can be a very sweet conversation, with both of you saying you'd like him to be with you after the "gray warden business" is over.
Second edit: That's not to say you can't have it be totally casual, just FB all the way, because you can, at least at the start. But once he falls in love, he won't do that. It's one of the reasons he'll dump a warden -- if they don't love him back, he can't be with them.
