Yes it is a rumor currently, but so was the PS3 announcement of Mass 2. And we all know how that turned out.
But this rumor isn't the only thing that got me thinking it could possibly happen.
This quote claims that the bridging content will be released pretty close to the release of Mass 3."potentially larger packs that tell a big portion of the story. And we want to do that in a way that connects 'Mass Effect 2' to 'Mass Effect 3.' I think we'll be pretty close to the release of 'Mass Effect 3' before we really start focusing on that as the next story."
Bioware claimed that the LoTSB DLC was the beginning of story bridging content. If that's the case, then are we near the release of Mass Effect 3? Now I know Mass 3 just released January, but a late 2011 release date is possible. If that's so, it would be reasonable to hear an announcement of Mass 3 some time this year. Possibly October like the tipster claimed.

So here we have some sources that could help us estimate the release of Mass 3, and also when it could possibly be announced. Now seeing how the PS3 announcement rumor ended up coming true, I'm not exactly going to disregard this rumor, especially with the proximity in time with the release of the first bridging content.
