I own ME 2 for the 360, and want to also buy it for the PC (why not, some modding here and there, price drop, ect ,ect) and was wondering if I do buy it, I can get all the DLC I bought for the 360 and download it to my pc version?
I tried to, but I assume I would have to activate it via registration code.
Also, I rather import a shepard, but dont want to buy ME1 (for the pc), does this gibbed save editor I hear so much about allow me to make a shep and edit every single flag? In essence, making a shep without playing ME1?

You will be able to make a new Shep for ME 2 on the PC if that's what you are asking. As far as the DLC i'm not sure. If you registered the game under the same account maybe it'll show up for download if you bought it already? I don't see why not.

The gibbed editor does not support ALL flags as far as I know, but you should be able to change quite a lot of stuff.

Any DLC that you get on other platforms for having it on one, should already show up on your DLC page. (Profile -> Your registered game promotions.) Mostly this is promotional/pre-order stuff like armors.
If you're buying your PC copy new you'll of course get a PC Cerberus code that you can use to get the Cerberus DLC on PC. However, that will not include the paid DLC like Kasumi, Overlord, or Shadow Broker; you will have to buy those separately for PC.
