Ive downloaded it and I dont recieve the message?
I did re-start my game, so I only have 2 recruited characters so I am not sure if it unlocks at a specific point in the storyline or not?
What is wierd is I restarted my console on the same file and it said I had a new message but when I checked my private terminal there was nothing there.
Is anybody else having this problem? And any solutions? Because I just paid 800 ms points and I want to actually play this DLC...

That doesn't work for me, neither does redownloading, restarting xbox, signing in and out of live, or crying about it.
About to bite the bullet and restart whole game, if that doesnt work i guess i just wasnt meant to play it

Yeah but they are REALLY good about correcting their mistakes...
suppose i just have to be patient
One day or hopefully within the next few minutes, i shall play this dlc and have my meager life forever changed

I too am having the same problem. I downloaded both Overlord and Shadowbroker yesterday and neither of them work. Odd thing is, the achievements are there (locked). I also updated as well and I think that's where the problem is, because now if I load a game (any one of seven or start a new one) many other dlc packs no longer work, costumes, guns, etc. If I go throuhgt my archived messages on the Normandy, the messages for the dlc now appear blank but still occupy spots in the message folder.

I've got that blank message thing going on and i can see the shadow broker achievements as well. I hope they get this fixed soon.

I went through the support links on biowares site, than EA. I was just going to phone or email but after the site had me fill out some info, it figured live chat would be best. IF I hear back from them, I will post again. Seeing how many people are having the same problem, EA/Bio are probably fixing it right now. I would suggest that anyone with the same problems should report it to EA. The more info they have, the quicker they can fix it.

Oh hurray!!! (sarcasm...) after contacting EA chat yesterday throughout the 360 support links, answering questions regarding dlc for 360, and having live chat with a ME2 for 360 tech (see transcript above), I received a canned email from EA with directions on how to fix the problem ON PC!!!! But not really how fix it, just how to uninstall and reinstall on PC and hope for the best.
HEY EA!!!! Listen to your customers!!! We are having problems!!! I have purchased every piece of dlc for this game, easily doubling the cost of the original price of the game and now my CONTENT DOES NOT WORK!!!

i can get it to work now....
i have to startup and if i get message saying content couldnt be found i would restart my xbox
i did this 3 times this morning and on the 4th time it loaded...maybe its a server issue
oh and i got the same generic email... i guess when i played it last night it was one of those rare moments where everything went as it should

I contacted EA again through the same tech response thread, and again was sent a canned response with the suggestion that i needed the new patch, FOR PC!!! I'm beginning to think that there are no real people working at support, just some automated system of very general responses. I love the ME games, buy the collectors editions, novels, comics and dlc, but I have seriously lost faith in these guys. Unless they can fix my problem, there won't be any point on trying to continue into ME3 or even buy the novels and comics.

After even more live chat with EA, and getting nowhere, they suggested that my problem lies with Microsoft marketplace. I know this isn't the case because on more than one occasion my ME2 game has stated that there are "problems connecting to EA server due to connection time out...". I have never had any problem like this before dowloading the shadow broker dlc. Microsoft in turn points the finger back at EA claiming they released corrupted dlc. At the suggestion of both, i have purged as much ME from my console as possible and reinstalled it. This has only made matters worse as my ME2 no longer recognizes ANY of my dlc (firepower, aegis, arc projector, appearance pack, collector armor, terminus armor, overlord, kasumi, zaeed, shadow broker, etc.). Is anyone else having these problems anymore!?! I have put a lot of time and money toward this game and can't seem to get any help at all.

i have the same problems 
my save looks ok (lvl, played time, etc) beside that i saw that i need to recruit some of the them and of course i can't play the new DLC because of that.
its sucks and im so pissed because i need to play some mission again
i wanted to use hard words but i leave it this way. this is sucks big time
if anyone get a resolve please share

Guys, I know that the appearance pack is bugged and causes problems with other DLCs.
Do you have team mates in your squad, like Garrus with the alternate uniform? If so, try to remove it.
