Is there some keystroke to then fast-travel to it? That would be great.  Otherwise it doesn't seem to do anything.

This would be the local, not mini-, map that is turned on with the 'M' key.

That might be left over from NWN1. You could do a lot more with that map in 1 - things they cut out, like putting your own notes etc.
