As stated in the thread title, name one non-playable character (doesn't have to a squadmate), who personifies the entire Mass Effect franchise for you as a whole.
For, it would be Mordin. Why? The internal conflicts that Mordin endures is reflective of the fact that regardless how much organic life has progressed, we will still be mired by ethical dilemmas that we can hardly find the perfect solutions for. Mass Effect (despite the lack of real consequences) is a game defined by choice and to a degree, consequence. Mordin's internal conflicts over his decision to release the genophage best reflects this.
And plus, he gives ME that comic relief that it sorely needs.
Name the character who personifies Mass Effect for you.

Captain Anderson -- he's the guy who's had my back from the get-go and I've got the career path that he was denied. It's easy to be racing all over the galaxy, but he's the guy that keeps Shepard grounded. I'd be thrilled if he was available as a squadmate in ME3, but not actually expecting it. I hope things end on a good note for him though when the game wraps up. He's a good man.

His character shows how much of an effect a person with determination can have on the universe, as well as the fact that, even in a sci-fi future, not all ills can be healed. He has been part of Shepard's struggle through thick and thin, was the one who fired the killing blow against Sovereign, and even survives Shepard (if the suicide mission succeeds but Shep dies).

Garrus and Ashley. Garrus is an alien, but human in a lot of ways. Ashely is sort of the thematic prototype for humans in the ME universe, I think.

Saren, as his personal arc through ME1 best touches the themes of responsibility, choice, and consequence that are at play through the series, and he engages directly with the "humans as galactic newcomers" approach.

It sounds rather stupid but it is Shepard for me.
While there's no defined character for Shepard, not even a gender, that is actually rather fitting. The idea of a hero, laying down their own safety in the defence of others, moving others to fight for their own survival is what personifies the idea of a hero really.
In terms of past heros you never really ask if they are afaird of spiders, if they didn't like Mexicain food or had a strange dislike for 5 year old African boys, you build them up by their actions and the idea of Shepard is far more based of actions rather than character. The disecting of their character comes later once all their work is done and their impact is made (I see this in terms of fanfic in this case).

Liara, she at one point was just a innocent, naive scientist who was just interested in finding out about the Protheans culture, history etc. and events shaped her to be very hardened, tough, strong all because of one Spectre who stumbled by one day who was a mission to chase down a Rogue Spectre and to get there she needed to make sacrifices, unethical deeds, all to help Shepard get back alive, help him stop the Reapers again, etc.
It similar to Shepard because of what he's done, what's he's achieved, and what's happened to him.
Shepard spent most of his life in the Military like Liara has spent most of her life digging research.
Shepard went to the Military because of events that were not his intention (Was born into a Military family, family was killed and he was saved by the Alliance so he joined up to repay them, wanted a better life etc.)
Shepard was hardened and changed by events that he didn't control. (Saved a colony on his own by a Batarian attack, was the just one of 50 to survive a Thresher Maw attack, was assigned to a suicide mission where he had to kill tons of batarians mercilessly.)
Shepard was made a Spectre because of Politics.
Shepard was told to chase down Saren because of Saren's misdeeds.
Shepard found the dark truth of the Reapers. Which he then decidated himself to stopping (Similar to how Liara did the same thing.)
Shepard has to make alot of morally grey decisions everyday of his life.
