Most likely ability, but Kaidan might even have applied for officers training later in life. If I recall correctly his incident on BAaT occurred when he was 17 and I somehow got the feeling that he didn't join the alliance instantly at 18 like Shep did, whatever background you chose. Besides, to be chosen for something like being a Spectre you have to be a very tenacious and driven person, Kaidan seems to be too calm to actively pursue a fast-paced military career.
