Do you have master lockpicking and high cunning?
I haven't been there but that might be it. Unless this is part of the main quest, which doesn't require you to have such talents.

I think it's unpickable. Normally after doing the ritual (taking the container, filling it with water, placing it on the altar, praying, take a sip, dump rest of water in pool) the container shatters and the door opens, at least that's how it happened for me.
