Maybe to help mitigate this, you could move the link to the survey down below step (2).  I bet these 80+ people clicked the link without reading the rest of the post.  Perhaps moving it will get a few more to read the second step.  Not that I'm excusing the inability to read directions properly or anything...

Maybe you could instead publish two versions of the statistics: one with all votes, another with verified votes only. The unverified votes aren't necessarily all false, and still provide additional statistics...
