You do know that all of the above will be unable to assist you in any kind of battle? The only "combat" I've seen a volus undertake is the volus interviewee who kicked the reporter Khalisah al-Jilani.
Since the volus are known for their trade and finance, having one on the ship might help Shep in gaining credits or information, meaning he does not have to rely solely on Miranda or Liara for the info.
I do not know what good the hanar and elcor will do on the Normandy. I believe they are more of a hindrance than good. The hanar will just keep sprouting nonsensical rubbish about "The Enkindlers". Maybe the elcor is just there to add mass to the ship.

And we have the Shadow Broker's information network and their legions of agents. Their organization if far superior to Cerberus. But I would still maintain ties to Admiral Hackett and David Anderson. They are more farsighted than the rest of the Alliance. TIM not so much.

As paragon, as well as real live, I would go with the Council, now that is why:
PRO's & CON's
CERBERUS:
- as I see it, they are like the consortium in THE X-FILES, with TiM's resources, they have half the alliance in their pockets
- they conduct experiments against the wills of the test subjects
- they press for human dominance, BUT with themselfs on top
- they press for human dominance, now from a political point of view, that is the ultimate goal of any sanctioned and elected political party
- they are most certainly corrupted by CERBERUS fundings
- they are just a single fraction in the galactic society
- sides with no one
- fights on its own
- other fractions and races within the Citadel begin to war each other (chaos erupts, because Shepard does not favor anyone)
- The council governs the most sentient beings
- Their goal is to maintain a balance between the races of the galaxy
OUTCOMES
CERBERUS:
- a corporate tyrany, with TiM as the "emperor"
- non-humans at big disadvantage, servants of the human elite
- creation of a small human elite and a big human "slave/poverty" community
- A tyrany based on race, all non-human will take a disadvantage (If Udina rules... maybe there is hope with Anderson)
- humanity governed as was under Anderson, under Udina probable danger of tyrany
- ALL have the same disadvantage, war torn homeworlds, need of new governments
- basically all galaxy in ruins
- need to completely rebuild local and global governments post reaper threat
- All stays the way it is, with a slightly better position for humans
- The lifestyles of all sentient species will be preserved
Cerberus - TiM will shape the galaxy according to his wishes
Human Alliance - will shape the galaxy to humanities or Udinas wishes (the guy has some Palpatine vibe to him)
Team Shepard - will succed but leaving the galaxy in ruins
Citadel - all stays as it was
so from todays perspective I believe the incompetent and overly slow COUNCIL is the only one who can assure preserving everyones livestyle post reaper-threat.

As for Cerberus; well, we’re basically talking a ye-old-standard evil organization that blames all it’s screw ups on ‘rogue elements’ and is lead by an evil mastermind that is an amalgamation of almost every relevant trope and cliché imaginable. BioWare is also attempting to portray said mastermind as AWESOMECOOL!, but that had the opposite reaction on me.
All in all: Go team Sheppard!

I guess that's one way to look at it, but like in ME2, perhaps Shepard could be able to find a way to calm and unite the races and worlds. Sacrifices must be made but not everything is lost.Kondorr wrote...

I certainly hope it wouldn't be a simple: Work for Cerberus - TIM dominates everything, work for Council - The world is preserved etc. There should be like 20 different endings instead of 4 (5 if you count failure)
