I've started Cernds's quest but Fennecia isn't there. What can be done about it?

You've gone to his former home and spoken to the squatter living there right?
That should direct you to Fennencia's home, I think she only spawns when you've had that conversation with the squatter.
If she still hasn't spawned, try cheating her in through the console, erm maybe try this:
CLUAConsole:CreateCreature("fennec")
It's only 6 characters right? If that doesn't work try changing the character name around a bit.
