Weapons are modular in ME2. If you pay attention to the upgrades you're doing, you realize that you're swapping out modular parts for improved versions.
It's just that there isn't an item in an inventory screen that you have to 'manually' insert into the chosen weapon. They removed that waste of time from the game, and the game is better for it.

But you are still upgrading only one aspect of the gun, e.g. you are only making assault rifles stronger. BTW am I the only one who does not see any significant difference between upgraded and un-upgaded weapons? I am playing ME1 again and I must say that every single upgrade I use is clearly visible in the field (e.g. +18% stability on my sniper rifle really helps when I am not fully trained in using them).

Yes sometimes I feel like the upgrades are just a placebo effect.. but no, they are there, they must be!

That's because enemies in Me2 scale up with you and your upgrades tend to match increases in their health.

Me1 did this too. There were a few upgrades in Me1, like you mention with the Sniper Rifle, that had a "tangible" effect as in you could clearly notice them, but that's pretty much only because Me1 Shepard was hilariously incompentent at sniping base.

Yeah, most of the time in ME1 I had no idea if the mods were doing anything aside from my double Scram Rail X sniper rifle with Explosive Rounds X. There's the same issue in ME2 aside from the upgrades that increase the amount of thermal clips you can have for shotguns and SMGs. If they could add some sort of visual component to the upgrades, then they might not feel so ephemeral.
