Cerberus only gives Liara a lead via Shepard. That doesn't mean Cerberus knows where the Shadow Broker is hiding. Only through the combination of two years of Liara hunting the Shadow Broker AND Cerberus' tip allow Shepard to find the Shadow Broker.

You mean the stealth frigate which took them years to build covertly and of which they only built one of and handed over to Shepard? What do you think are the chances they managed to build a second without the Shadow Broker knowing about it, considering that the SB knows exactly how many drinks and smokes TIM has had each day? Even if Cerberus did have a second, the SB managed to install bugs and spy cameras inside the SR-2. The chances of Cerberus being able to sneak up on the SB aren't great when the SB has so thoroughly infiltrated their organization.
I like Cerberus and TIM (see my signature) but I don't think this is a fight they would go looking for, particularly after the events of Retribution. Having Liara as the SB makes the SB network too useful to destroy and the SB network's infiltration of Cerberus makes the SB too dangerous to attempt to destroy.

Cerberus knows where the base is they would make sure Saket info is valid before sending Shepard on the trail
A Cerberus agent found out the location of the Shadow Broker base A Cerberus double-agent crossed the SB to retrieve Shepard's body I'm guessing Cerberus is doing a good job infiltrating the SB
I think Cerberus wants Shepard or Liara to become the new SB if he wanted it for himself he wouldn't send Shepard .
If TIM wanted the SB base really bad he would send Kai Leng and Cerberus commandos people who are committed to the Cerberus cause.
Cerberus gains as much as Shepard and Liara gains

So TIM wants to take out the Collectors and keep the base for technology gains
But he wants to kill the SB and not get access to his databases
I believe it was his plan for Shep or Liara to take over. TIM can't be at two places at once
Kai Leng would be a better choice to claim the SB base for Cerberus then a Shepard who blew up the Collectors base
I think Cerberus is still using Feron as a double agent and/or they are hacking into the SB databases undetected.
Cerberus seems to gain a lot of SB intel even thought Liara is the new SB and not TIM

Normandy class ships are being mass produced these days. The first couple always take the longest and are the most expensive. These days it's just another ship. If you play renegade, N7 marines on another normandy class ship (the ain jalut) take out the batarian solar array.

He was a double agent for Cerberus before he was captured I don't see why he wouldn't still be working for them

I'm guessing its Cerberus since it was their plan all along

My "Do whatever it takes without being evil" Shepard would keep Liara's position as a secret from Cerberus and then use both organizations to get things done. That is if TIM even keeps Shepard, although I think he will. He may have been extremely pissed that I destroyed the base but he knows that Shep is integral against the Reapers so he won't want to get rid of us.

Feron's allegiance is still a mystery all we know is he's unperdictable and double-crosses people a lot
I think he's playing the field.
Liara and Shepard's relationship is something TIM can easily exploit
Remember it was TIM's plan all along for the SB to be taken down
TIM doesn't act on impulse he has a greater objective in which he comes out on top.
But Shepard is a clear advantage for Liara
