Is there any way to do this?
open drc000d.arl or another file like that in the level editor?
Open existing area files in level editor

that file is a area layout file and that is a product of a level NOT the actual source. you need the .lvl file for that area layout. which bioware hasn't given us for the OC.

At the moment there is no way to open (and edit or look around in) OC .lvl files
Kind of ruins the learn by exploration factor. /shrug

why would bioware purposely not include their own files in the toolset ...that just seems kind of odd

Don't quote me on it, but I think they hinted at providing some of the missing source material in the future. What that entails exactly is anybody's guess right now.

yeah it seems horrendously dumb. I wish I could see how a demo area is lit, and what values they punched in for certain things, etc.
NWN2 gave full access to levels, and you could pick them apart and poke around.

It would be nice if someone from Bioware could comment on this. As it is, I'm trying to recreate an entire area thats already in the game (with my own personal touches of course) and would hate to see them release it after all that hard work.

You can still learn by looking at their area files in the area editor and seeing if you can copy it in the level editor.

Thats exactly what Im doing lol. Its a pain trying to find out which models they used for what, but you really do get an inside look at how creative these designers can be and appreciate how much went into these levels.
