I'm on the side that says that Tali isn't a great military leader. But, shes not a terrible one either.
Don't forget, she was a good enough military leader on Freedoms Progress to know that she needed to work with Shepard to get everyone out of there alive. Haestrom was an ambush, theres nothing she could have done about that.
Its not as though shes not leadership material at all. Shes chief engineer after all.

Seriously, aside from the Reaper fleet and possibly the Geth, the Quarians have the largest know fleet in the galaxy. As stupid as the Council is, they would not go after them. They know what the consiquenses would be.
On second thought, my Shep would probably just Uber-Paragon the Council into both backing down and re-opening the Quarian embassy if there was ever a conflict.

I think the quarian fleet can be formidable as other factors come into play. Han Gerrel talked about him and Rael'Zorah taking back a ship when their shields and weapons are down during a batarian attack. Like what Kal'Reeger said, the quarians have to play smart.

For Quarians, it's not brute strength, you're right. But a toe to toe fight with the Citadel fleet would be inadvisable. If it was more strategically planned to fight ultra disciplined turian army along with asari biotics and salarians... being salarians, there'd be more to it.Alexine wrote...

I agree with the first part, but going to Tali for romantic advice? She can't even write a formal letter to the relatives of the deceased. She had to watch vids about courtship and romance for another species. She would be good to chat up topics like tech and whatnot, or reminisce about topics that were vague during the storylines. Maybe about dark energy? Things such as romance, however, she has little experience with (until Shepard intervenes that is lol)

I agree with the FemShep thing then. A socalled sismance as someone mentioned earlier lol. Tali's a likeable person, having 'girl' talks with her sounds like something she'd enjoy herself.

You should be able to just make random small talk with Tali, though. Zaeed and Kasumi are good models for it, but it would definitely have to be more detailed/integrated IMO.

Quarians are weak for standard military open war, even Kal'Reegar admited that to Shep. They may have big fleet (by the number of ships) but that doesn't mean they are ready for war.
Think about what you are saying, quarians vs. (humans + turians +asari + salarians), what is the probability of survival for quarians? quarians even didn't manage to launch a succesful counterstrike againts geth who took control of Alarei...
