I'd expect that of Tali and Shepard. They would probably enjoy helping a small child in need of home and family. That's just the good people they are. I don't think Tali would dwell on having a child of her own or not.NuclearBuddha wrote...

A colonist/Earthborn Shepard would definitely want to adopt seeing as how both him and Tali are orphans. They would both do their best to give their adopted child a better life.

Well, there are two males and two females on the admiralty board, so I don't think gender plays a big role.
Tali is one highly respected quarian. My guess is that they're judging people mostly by their deeds.
Also, the quarians are very few in numbers. They can't afford to put aside potential contributers just because of their gender.
