The whole point on the pilgrimage is to teach the young Quarians about self reliance and a maybe teach them humility, if you just give them 5000 credits you defeating the purpose. It's a ritual were the cold reality slaps them hard in the face. I bet after the abuse most young Quarians are so eager to return to flotilla just to escape the prejudice of the other races. So the the tough times on the pilgrimage creates a stonger Individual with a healthly respect and loyalty for Quarian society.
Tali was the exception.
After they've had their fill of it, most quarians go back to the flotilla. Of course you always find a few who didn't go back because they are happy or they are rather stuck.
Tali got really lucky, just like Shepard did with her, but Tali is probably that lucky squared.
