As far as I can tell, the factor that determines who shoots Saren after he falls through the glass is who veers more towards renegade between the two companions, in the same way that which line of argument to be spoken by which companion is decided at other points in the game. So, if you had Wrex with Tali, he would shoot Saren. However, if you had Kaidan with Tali (and hadn't "renegaded" him via romance dialogue; doing this apparently shifts Kaidan from "most paragon" to "most renegade"), Tali would shoot Saren. I actually think that dynamic works well with the shooting. It' was only ever daft with the dialogue, people expressing wholly different opinions based on who you happened to choose for your squad.
Interesting about Tali shooting before Garrus. I tend not to take both him and Tali with my Infiltrator Shep in ME1 because it means no biotics, so I didn't know she was considered more hardcore than him. ;-D Perhaps whether you "paragon" or "renegade" Garrus in his personal quest has an impact on his position in the spectrum. :-)
(As a side point, Tali and Garrus are one of my two standard teams for ME2. Loyal friends who will watch your back are more valuable than biotics in this game, honestly...)
