So they ARE creating concepts for Tali's face? I am sooo hoping to see it in ME3. I don't really have any expectations. As long as she looks attractive, I'll be happy.

I figured it was possible that they spoke of the veil as being their "hair," rather than them actually having it.

That is cool. I always thought it odd that humans were the only (known) alien species with hair. And i think there are a couple of things that I hope they will bear in mind with Tali's appearance:

1. Not too human looking
2. Attraactive
3. Suitable for her personality.

The last one because I have seen some fanart that looks great, but just doesn't fit in with Tali at all. Sounds silly I know, but I think it is important for it to match up.
