Tali... should she be based after her voice actor????
Only a little if at all. It would kinda be a bit of a cop out to finally see Tali unmasked only for her to be an exact doppelganger of Liz Sroker, who's face we've known for years. Talking to Sroker-face Tali in game could be distracting as we're constantly reminded of Liz to the point where we stop seeing Tali as her own character and just view her as a digital representation of her voice actor.
Imagine if Joker looked exactly like Seth Green. You'd be so busy getting over the fact that "it's Seth Green!" that you wouldn't be able to see the character he's trying to convey. Players would have trouble staying immersed in the game's story. My point is that making Tali look really similar to Sroker would kind of pull me out of the game as I would start seeing Liz dictating dialogue rather than an enthralling persona bringing me deeper into the Mass Effect universe.
Also the correct term Sroker is voice
actress, not actor.

Casey Hudson to cutscene artist:
Change the camera angle to show Shepards face just before he removes Tali's helmet.
Cutscene artist:
Of course,
Mr Hudson. Wouldn't want the players to see your Tali's face now, would we?
Casey:
Pfft...No!
*Reaches into his shirt and pulls out a one-of-a-kind concept art of a beautiful unmasked Quarian, wearing Tali's enviro-suit, and starts walking away while talking to himself.*
Casey
: *In a devious tone
* Heh heh, all for Casey. All for Casey!
