But it is the old west in the terms of military can't secure all their space. I think most should be thankful the quarians are power hungry... or vengeful for the most part. Some might be but if they all wanted to they could kick some serious ass if they wanted to.
The Turians are the big dogs in council space... the quarians are the big dogs above the turians. Not a pretty sight should the quarians get angry.
That is why people get pissed. Should they be some pest they can put aside. They would be regarded as ... just that pest. But these "pest" happen to be pest that can outdo anyone else in the galaxy in terms of military strength, engineering, mining or programming.
One thing is having to deal with an ant's nest always popping, another is having to deal with an ant's nest that is human size, knows calculus and has a space program with a manhattan project already on standby.

This is where I would have to disagree. The Quarians entire population resides in their fleet, and they have a population size comparable to Australia. If said Quarians were to get too aggresive with said ships, and start a war, or even a conflict, they will be defeated. If they seperate the ships with Quarian civilians, that effectively cuts out the little firepower they have. If they keep said population in the fleet, they risk losing more Quarians than they can afford to lose. Kal himself have said that for any fight they will need a place to put civilians.
Something else to think about , most of those ships, including the lifeships that produce all their food, is edging on a decade short of three centuries old, and any other ships they purchase or otherwise acquire is older, decomissioned or scrap vehicles that would have been thrown away. They are flying in hunks of barely sustained scrap, So in a straight up fight, they would lose.
Then even if you consider the Quarians the best miners in the galaxy, there is still VERY few of them. They CANNOT sustain a war, or conflict. Engineering? They can keep a dead ship floating, but that won't help when taking on modern ships with up-to-date kinetic barriers, thanix cannons, and a whole plethora of other weaponry.Their hacking top notch? Of course. That does not help in live ship to ship combat, unless you have an AI.
The Quarians don't have the population, the resources, or even the firepower to win any war. If they start a war, and they win the first battle, they would NEVER be able to reenter citadel space. That forces them to go to the terminous systems, where they will have to deal with pirates, Batarian hedgemony, and god knows what else. Which is a bit counter-productive if they want to reclaim their homeworld.
If they fight the first battle and lose... That effectively decimates either their population, or their fleet itself. I need not tell you why that is bad.
