The combination of a cold enviroment and genetics means that eskimos, for example, only have to cut their hair once or twice every year. Admittedly I once tried to do a Femshep playthrough. Made it half way before realising that Tali is the only reason I kept coming back to this game.
Now that I think about it, wanting a future with Tali is why I want to stop the Reapers. Screw the galaxy. I'm only saving it for a chance to see Tali'Zorah vas Normandy become Tali'Shepard vas Normandy, if you know what I mean.

It is possible that Quarians could force their hair to stop growing with technology like you said, however not every Quarian would choose to to do this (I know wouldn't). Some would simply not mind trimming their hair every now and then, especially on the Flotilla where clean rooms are readly avaliable.

I believe it would take more resouces (cybernetic implants, hormone therapy, space nair) to stop hair growing than to simply cut it (pair of scissors and clean room) when necessary.Calinstel wrote...
But, to myself, it is more cost effective in the terms of resources to just stop a process that, to the quarians, would seem wasteful. Knowing they will be in their suits for their entire lifetime, would make time used for self grooming both a waste of resources (time, energy, equipment) and very wasteful (time, energy, equipment).
