No, Sovereign was not speaking in metaphors. He was speaking quite plain. By using the Mass Relays and the Citadel our civilization is shaped into one that is easy to harvest. Otherwise there is no reason the Reapers would care what kind of technology we develop. It's all about transit.
Frankly, they've been around long enough to have mastered the technology and probably know that there are no practicle alternatives anyway.
By the way, new technology can't just be pulled out of your ass. It doesn't always work. That's why we don't have fusion. It's always "in twenty years..." but then it never arrives.
You are praying for some kind of breakthrough that will never get here in time if it ever comes at all. You'd have to start completely from scratch. They called that "goose chase" FTL for a reason.

First of all, why so hostile? I was just going over the last page and Troodon is just having a polite discussion and you get all uptight.
Second of all, check your facts, WE DO HAVE FUSION. We discovered how in 1934 and He3 + He3 fusion has been demonstrated in the lab.
It's estimated to require a 6 billion dollar initial investment for a deuterium + deuterium fusion plant. The problem is deut and deut still creates neutron flux. He3 to He3 releases no neutrons from the reaction, thus completely radiation free. The problem is that He3 is incredibly rare and difficult to harvest. The energy used to refine He3 exceeds the benefit of it. We need to establish a fusion infrastructure first to get to He3 fusion as deut + deut creates tritium as a byproduct, which in turn decays to He3 as a byproduct.

In any regard, I don't honestly think we will lose in ME3 and I'm annoyed that you would think so. I'm not stupid, I know we'll win. However I'm positive it will be some hand-handed and idiotic dues ex machina that saves the universe. The more believable and intelligent means of defeating the antagonists has already been dismissed by the writers.
That means was the Collector base.
However when I talk about this **** I don't meta-game. From an universe perspective, someone who doesn't know this is all fake, I would say we are all doomed. This should be a given.
There is always some lucky, McGuffin style fact or event that saves the day in Sci-Fi. Ever watched Stargate to StarTrek? Doesn't matter if it is cliche, if it is written well it is entertaining.
