Gerrel and Shala didn't want her on trial, and Xen didn't care one way or the other. She seemed more interested in the underlying problem than putting up with Han's political ploys, though if Tali really did send back working parts, she wasn't going to let that go unpunished.
Xen was clearly the deciding vote.
If Tali is not convicted, I think all three exonerate her. As Xen says, "Tali's exile would have been unfortunate."
If she is convicted though, I'm fairly sure it's Xen and Zaal against Han. Han makes a statement that he pushed as hard as he could, so it seems likely he still voted to exonerate her.
