To add content, from a purely mechanical aspect I'd like Tali to have tech armor instead of AI hack because I don't need AI hack.  But AI hack is far more thematic for her.

I'd take Tech Armor over AI Hacking any day. But then Energy Drain would be a little useless.

Ten/twelve if they count their toes.

Frankly, I could see Garrus' entire presence being a late decision based on fan feedback. Great character, but not necessary.

Tali seemed like a much more premeditated addition, as she shows up early in ME2, is forced on your team early in ME1 and is unkillable (unlike Garrus, Wrex, Ashley/Kaiden, or Liara who comes later), and has plenty of dialogue. Her romance is also very well-developed in my opinion.

What a shame that would have been!  Though, an interesting wrinkle is that if you didn't recruit Garrus in ME1, you can't romance him in ME2, I think.

Tali also appears to have been planned as an even earlier recruit, since she's got dialogue in all of the pre-Horizon missions (even has other characters acknowledging her).  Though...  She's got unique dialogue RE: Garrus in his recruitment mission.  How do we square that?

It can't have been super, super last minute given VA stuff and animations and ship design and a bunch of other stuff that isn't all that easy to stick in right before release. He may have been put in after Tali, but I don't think it was like five minutes before release or anything. I think he got underplayed because Bioware didn't expect him to be anywhere near this popular. I think they expected all the female players to go for Thane and Jacob and put Garrus in as a "why the hell not" option. That's why he has such skimpy amounts of content.



They knew Tali was popular from the get-go. I think her being an LI in ME2 was something that was decided on WAY back in development.

I think Tali was always meant to be recruited after Freedom's Progress. But she did most likely get shuffled to after Horizon to give room for some of the newer characters to shine.



Shame because she has some pretty great bonus dialog.

Garrus fans were a much smaller fanbase, and they tended to stick to FF.net and Deviantart, so they didn't get much noticed as much. During the run-up to ME2, they kinda came out of the woodworks and made their presence known.

There's no way they could win a conventional war. The geth have had 300 years to build up an army behind the Veil, the quarians have just been trying to survive. Only hope to take out those abominations is with some sort of viral attack or a massive multi-species army. 

Edit: I fully support trusting Tech-armor Tali to tactically take TIM down.

I think they knew Garrus was going to be somewhat popular. Since he appears all over the original Mass Effect's cover and in the trailers.



Tali was something they were surprised about getting so popular. If Hudson is telling the truth for once.

This is surprising. It was the most under-represented plot-important race in the whole game, with Tali being the one and only member to even make an appearance. It became my favorite race alongside the Geth thanks to the extensive Codex, but not having any other Quarians shackled Tali to being a standard dictionary of backstory entries. Definitely glad they moved her in a more interesting direction in ME2, since they gave more time to the race in general.

Actually, there was lots of general murmuring amongst female fans post ME1 that Kaidan was the only male option and that kind of sucked and the guys got a het alien option and we wanted one too. Hence, Thane. Then a Thane trailer got released in early 2009 and all kinds of girls came out of the woodwork because he looked like a viable malien option. Lots of them were Garrus fans who latched onto Thane because he seemed a more viable option. The Thane thread was on fire on the old forums but something like a third of all the posts in it had something to do with Garrus. There was this epic strip hug off meme that came from a dev of all people. I've seen threads requesting Garrus romance that go back at least two years, but there has been active constant demand for it since at least spring of 2009. Anyway, once it became apparent that Garrus was an LI lots of people (including me) jumped off the Thane ship and reverted to Garrus which is what we had really wanted to begin with.



But yes, Tali has always had an outspoken large fanbase ever since ME1. Garrus has had one since at least last summer but it was mixed up with Thane stuff. And there were tons who wanted it but didn't say it because they figured they would be wasting their breath. I think Bioware knew some people wanted it; they just didn't realize how many.

Tali went from having the least dialog in the original Mass Effect to probably the most in Mass Effect 2. Has to say something.



Though that is probably because of the logs on Heastrom and her dialog heavy loyalty mission. But they really seemed to enjoy working with Sroka.

Hudson said they considered her for a LI in the first game. But it had to have been really, really early in development for her to have even been considered.

But I think Hudson was just saying that due to Tali's huge fanbase.

I don't think that's neccessarily a bad thing, because then she'd be both a codex and a romance. Like Liara. Do not want.
