I don't know about Tali, but I thought I read something about Garrus being a romanceable character as a last-minute decision on BioWare's part. It was around the time when ME2 first came out.

Frankly, I could see Garrus' entire presence being a late decision based on fan feedback. The options in his loyalty mission come out to the exact same thing, he has fewer conversations than anyone else, he's nearly identical to Zaeed and Thane in combat, and could largely be removed without seriously screwing with the feel of the game. Great character, but not necessary.
Tali seemed like a much more premeditated addition, as she shows up early in ME2, is forced on your team early in ME1 and is unkillable (unlike Garrus, Wrex, Ashley/Kaiden, or Liara who comes later), and has plenty of dialogue. The loyalty mission seems to have been placed very purposefully for an important ME3 decision, and to help make an otherwise under-represented race more interesting. Her romance is also very well-developed in my opinion.

Tali had a very visible fanbase shortly after ME1's release. Bioware knew she went over well. There wasn't really a large Tali community as there is now, but they got the message that we wanted more. Garrus fans were a much smaller fanbase, and they tended to stick to FF.net and Deviantart, so they didn't get much noticed as much. During the run-up to ME2, they kinda came out of the woodworks and made their presence known.

I think Tali was always meant to be recruited after Freedom's Progress. But she did most likely get shuffled to after Horizon to give room for some of the newer characters to shine.
Shame because she has some pretty great bonus dialog.
